Apple pay not working

I have recently started using apple pay on my iPhone XR. I have a debit card on it now, and I can only make apple pay transactions using it online. For example, I added money to my Starbucks card within an app online, but whenever I try to use apple pay at a store or on another scanner, it doesn't work. I double click my side button, I use my face ID, and then when it says to put my phone near the scanner, it won't complete the transaction. I have tried using it with and without a case, I have re-added my card and restarted my phone too. Nothing else is working at this point and I can't find any other information on the topic. Please help me!
