Can't open mail on MacBook Air

How do I get my Mail icon to open? I double-click on the Mail icon but it won't open.

Mail app icon won't open. Anyone know why my mail app on macbook pro, 15", 2017, won't open? The icon is not the envelope icon but is the stamp icon. Am running 10.13.6 high sierra.
