On your Watch, press in the crown and tap on Settings, then scroll to Sounds & Haptics and tap on Volume Limit for Maximum volume.
Thank you for your suggestion, unfortunately, it did not solve the problem I am having. I don't know why the microphone works loud enough to record a verbal message but not loud enough when speaking on the phone from apple watch. Tried shutting down and restarting both phone and watch. Also unpaired and paired both and reset the watch. Nothing has worked so far but maybe.......
