Why do I not have a call forwarding option under Settings>phone in my I-phone 11?

Because your carrier doesn’t support, it, or if they do, they haven’t provisioned it on your account. Contact your carrier’s tech support. Call them; don’t go to a carrier store, because the stores are staffed with sales people, not technicians.
