I can't get text tones to work when Do Not Disturb is turned on and iphone is locked, even with Emergency Bypass selected

A thread of this topic was closed back in Sept. 2019, but I'm having this issue, too!!

Emergency bypass for text tones is not working when do not disturb is turned on and iphone is locked.

I've set Emergency Bypass button in the contact list for the persons I wish to allow bypassing Do Not Disturb (and confirmed their message contact was in the favorites list), but when the phone is locked or asleep, I get no text tone.
