Cannot buy in app purchases or paid apps

Recently created an apple id for my new ipad but every time I try to purchase an inapp item or buy a paid for item I get a notice saying "Your Purchase Could Not Be Completed" "For assistance, contact iTunes Support at www.apple.com/support/itunes/ww/. I don't know what to do could anyone help me out.
