How Can I turn off this silence when locked feature on my iPhone? What is the point I cannot get calls or texts or my phone is locked, and my phone is always locked

That only takes effect if Do Not Disturbed is turned on. If DND is off, then that has no effect at all.
It is true. One of the two options must be selected, but neither of them will actually take effect unless DND is actually turned on.
If that's not the way it's behaving for you, then something is wrong.
Start by rebooting the phone.
If that doesn't fix it, back it up, restore iOS, then restore your backup.
If it STILL doesn't work as expected, erase the phone completely and set it up as new, then test it.

That is not true, my do not disturb is off and I only have the option to silence it always or silence it when the phone is locked I am unable to remove either choice
So not True, read through this forum there are loads of people that are having the same problem and I do not think we all need to do a wipe of our phone
