Download Manager

Is there a way to configure download manager to prompt for specifying a location to download to. I like to categorize my downloads into specific download folders and to different storage locations (ie dropbox, onedrive ...)?

The Safari Download Manager allows you to define a default path to a single location. You can choose any single mounted filesystem for the download folder.

As such, at this time, iPadOS/iOS13 does not natively support the functionality you seek.

Then is there a way to turn off or disable the download manager so I would once again get prompted for what to do with each file I download? Basically get back the functionality I had before Download Manager. I have found the move function of Download Manager to be very unreliable when moving groups of files to cloud storage and would rather be able to download to cloud storage directly.

No, the new Download Management features are a native element of iPadOS/iOS13 - and cannot, to my knowledge, be disabled.

You should always consider “move” to be an unreliable feature when attempting to transfer files between disparate file-systems; it is always safer to copy - and then delete the source file when you are certain that the file has been successfully copied. A file move within a single file-system is, generally, relatively safe (but not foolproof). Seasoned System Admins will always favour copy/delete over move where reliability is critical.

I hope you find this helpful.
