how can I change the TV App’s regional settings to something else? wanna see movies and shows in a different language.

The region of the iTunes Store for Movies and TV shows is linked to the region of your Apple ID, and therefore to your billing address and payment method. It is not a device setting or service setting as such. The region of the Store may determine what language options are available to you, as set by the various studios.
The system language of your device determines the interface, but not the content (movies).
You can set a preferred audio language and subtitle language in Settings﹥Video and Audio﹥.
