find my iphone not working

My daughters iphone was stollen out of her bookbag at school today. Everytime I try the Find My iPHone I get "No Devices." Might the thief just have turned it off, or am i doing something wrong or such?

iPhone 6, iOS 12

Did someone get a message or email saying the device had been located and follow a link to log into her account?


If so, it did NOT come from Apple. It was a phishing message. If you followed a link in the message to 'log in' to track he phone, you gave the thief the credentials they needed to remove the activation lock.


If it was just powered off, the device would appear in the list, but no location would be available.
