After uploading all photos to my Mac to clear them off my iPhone can I safely delete them now from my iPhone and have them remain only on the Mac ?

Before you delete them from the phone, go to Settings/Your Name/iCloud and make sure Photos syncing is off. With that off, you should be able to delete them from the phone.
