I was previously on the iOS 13 beta program and decided to leave. I got an update notification. Every time I unlock my phone a pop up telling me to update iOS comes up. I tru to update the iOS and it shows estimating remaining time and then that leaves and then i get a notification saying error occurred during download. Please help!

Welcome to Apple Support Communities. It sounds like you're having trouble updating your iPhone. I'd be happy to share information that may help.
First, turn off Low Power Mode: Use Low Power Mode to save battery life on your iPhone.
Then try the steps here: Get help with over-the-air iOS updates.
Also, make sure that you followed the steps here when uninstalling the beta software: How to uninstall iOS beta software.

Also to provide more information. When I connect my phone to iTunes on my laptop and try to update it using iTunes it says my phone is up to date at iOS 13.1 which is wrong.
Thank you for the response I have left the beta programme and tried updating the phone still failed. I deleted the beta profile and still can’t update
