iPad 5 touch screen delay

Bought new iPad Gen 5. Touch screen lags about 0.5-1 second. When printing with pencil it is most obvious as first part of each letter does not “show or register”. Same with swiping or selecting, regardless whether using finger or pencil. Returned iPad for another and same problem. Tried closing all background apps,background refresh turned off, deleting apps I rarely use but no better. Even typing this on the iPad is insane. Bought 256G version so lots of memory with over 180G free space. It seems that out of the box it works fine but then again I did not do much with it and really try or test it out. Both times I had to update to latest version of IOS so could restore from backup and that appears to be when issues began. Suspect it is an IOS or hardware incompatibility issue with IOS...I see lots of discussion online RE screen lagging so obviously a common problem but so far no solution. Any ideas?
