Apple pay/wallet/software update

Hello,

everytime i try to add a new card to apple pay i get the following message: Software Update Required to add this card, i've checked my IOS and it's up-to-date so i don't know which software update is being reffered to and how to solve this problem? Currently I’m using iOS 13.3
