Apple ID

I am trying to set up an Apple ID for an additional iPad. I tried setting it up using my kids email account without payment method. It does not seem to work. After I enter the verification code, the screen disappears. Then when I go to enter the Apple ID information to download an app, it says Apple ID has been locked for security reasons.

 Apple ID disabled - Your account has been disabled in the App Store and iTunes
