You can use Apple Configurator 2 (available in the Mac App store). This is intended to manage corporately deployed phones, but it does allow you to edit the home screen layout on a phone. It’s pretty complicated, however, so it’s probably not a good choice for most people.

I understand that you would like to use iTunes on your Mac to arrange the apps on your iPhone. That used to be possible but changes to iTunes and macOS a few years ago changed that. Now you have to arrange the apps on the iPhone it self. Take a look at the following support article on how to move apps and create folders on your iPhone:
