I try to delete photos from my iphone, because it says my storage is full. when i try and delete photos they reappear and now i can't take photos or save anything. But i have an iphone 8 i’m not sure what’s wrong? and i don’t use icloud storage what should I do?

Deleting photos merely moves them to the “Deleted photos” area.
