ipad-iPhone syncing
My iPad and iPhone will not sync apps such as notes.
yes all basic settings have been checked. I do notice I can not see the iCloud icon on my settings screen
have never been able to sync notes since new.

When you set up the phone, you should be prompted to log into iCloud.
Open settings. At the very top, do you see your name? If so, click on it. You will see your email address (Apple ID) displayed. It should be the same on both devices.
If your name is not displayed, there should be an option to sign it.

Once Notes are syncing to iCloud on both devices, all of your notes will be copied to both your iPhone and your iPad.
This is one of the most important features that I use on my Macs, iPhones and iPads.

Thank you for this information. What is occurring is that your iPhone is running iOS 12 while your iPad is running iPadOS 13. You have an iPhone 6 not and iPhone 6S. Your iPhone model cannot be updated to iOS 13. You are running into an incompatibility problem between the latest system software and a legacy device. There is nothing you can do as it is incompatible.
Zmclearan, the information that you posted is not correct. Differing operating systems won't prevent the Notes from syncing across devices.
My notes are syncing across multiple Macs, iPads and iPhones including an iPhone 6 running iOS 12.4.4 and other devices that are running iOS 13.3

exact model number -MGAL2LL/A1522
You have to sign into iCloud on both devices using the same Apple ID (email account) and select Notes to be synced via iCloud in order to sync your notes across both devices.

I am so sorry but exactly how do I log into iCloud on both devices?
i see no icon that spawns a login.

Dr. Bruce, you are signed into both devices.
I would advise you to delete these images asap so that you don't get spammed or have people try to steal your identity.

You are signed in correctly on both devices. On each device, starting at the screen shot you displayed, press “iCloud” and be certain “Notes” displays as “on”.
Dr. Bruce, on both your iPhone and your iPad, please click on iCloud.
Select the items the apps that you want backed up/synchronized via iCloud.
