My iPad and iPhone will not sync apps such as notes.
yes all basic settings have been checked. I do notice I can not see the iCloud icon on my settings screen
have never been able to sync notes since new.

Please check settings for the Notes app on both devices.
The default account should be "iCloud."
If the "on my iPhone" account is on, turn it off.

BTW, made a mistake, the phone says “in about” model name = iPhone 6 Plus.

The iPhone 6 Plus also cannot run iOS 13.
Check Settings > Notes on both devices and see that “Default Account” is set to “iCloud”.
Here you can see 2,529 or 2,530 notes syncing via iCloud.

Turn off iCloud syncing for your notes on both devices.
Wait a minute or so then turn it back on.
