My iPad and iPhone will not sync apps such as notes.
yes all basic settings have been checked. I do notice I can not see the iCloud icon on my settings screen
have never been able to sync notes since new.

When you set up the phone, you should be prompted to log into iCloud.
Open settings. At the very top, do you see your name? If so, click on it. You will see your email address (Apple ID) displayed. It should be the same on both devices.
If your name is not displayed, there should be an option to sign it.

BTW, made a mistake, the phone says “in about” model name = iPhone 6 Plus.

Here you can see 2,529 or 2,530 notes syncing via iCloud.

The iPhone 6 Plus also cannot run iOS 13.
Check Settings > Notes on both devices and see that “Default Account” is set to “iCloud”.
