Fraud charges on visa

I was told by Capital One that Visa has an agreement with Apple to update all credit card info automatically. This is meant as a convenience thing but it is not helpful when its fraud. My capital one card had fraud charges on it and when they reissued a new one, the charges kept coming. The capital One reps told me their hands were tied and the I (the customer) has to be the one to reach out to Apple to get that card delinked to that apple ID. Is this true? This sounds so unethical!
