How to combine all photos from two separate iCloud accounts into one account

My wife and I have separate iCloud accounts and were trying to add all of the photos from her account into mine so that we'd have them in one place. It would make it much easier to do things like print them for photo albums and it would also be convenient to have them upload in the same place going forward in the future. I've googled this several times in the last few months and cant seem to get a definitive answer. We tried connecting with family sharing a few months ago but our photos still haven't merged. Is there a way to sync the two photo libraries? Is it also possible to have them stay organized in chronological order, keep the live photos, keep the location information, etc.?
