If its just flat, 2D-type drawing animation, there are plenty of sketching/drawing/paintng programs to create page by page animation cels

There are a handful of decent animation apps that compile the cels into a moving animation.

Some animation apps are cheap to purchase. Some animation apps are very expensive and require a monthly, paid subscription.

If just 2D flat drawing type of animation, an iPad Air 3 or iPad Pro have large enough screens and have sufficient power and RAM to handle this kind of animation just fine.

Get the largest data storage size you can afford as any Apple iDevices have internal storage that IS NOT expandable.

Have to agree with MichelPM. An iPad is likely not the best solution for Animation.

You can surely find Apps where you can draw the animation cells, and surely some Apps to put them together into an animated clip, but its hardly a "great" solution depending on what exactly you are looking to accomplish.

And yes, 3D modeling / rendering will likely not be successful on an iPad.
