Iphone 10 Update 13.2.3
Downloaded 13.2.3 and now it is locked up. I can not get beyond the SOFTWARE UPDATE COMPLETE screen, just keeps timing out. Cannot power off.

Thanks for that info and for choosing the Apple Support Communities. If I understand correctly, you are unable to finish updating your iPhone. To help with this, please try force restarting your iPhone and other steps in this Apple resource to help with your situation:
If your iPhone, iPad, or iPod touch won't turn on or is frozen
