iCloud not syncing across MacBooks (Creating new Documents folder)

I had two MacBook pros connected to an iCloud account that were perfectly synced. One laptop had a glitch during an update and I had to erase the disk and reinstall Catalina. Once I did that and signed back into iCloud so that the documents will sync, new documents and desktop folders were created in iCloud instead and I cannot get my laptop to sync back to the original documents and desktop folders instead and download the files. I have found no help at all online to solve this. Everything just tells you how to sync with iCloud.
