How to Stop Disconnect Wifi until Tomorrow?

How do I turn on my wifi again after I found a written notice of "Disconnect wifi until tomorrow" ? I already restart my ipad but that doesn't help... It has been hours I cannot use the wifi...

Pull down from the upper right corner of iPad’s display > Tap the Wi-Fi icon.

Currently when you want to fully turn off WiFi (not just disconnect until tomorrow) you have to either open settings menu, click WiFi, then tap toggle button. Hi, it's still not working on my ipad. If I look at the setting part, the wifi actually connected. However, at the top right there is no wifi symbol and I cannot use my safari, cannot send chats, etc... :(
