Software cannot be updated
My IPad Pro is not upgrading to the latest software.(iOS 13.3).
It is a second generation iPad. I have been trying this for a couple of times. It has been only one year since I bought this new device.

Your iPad ( whatever model it is ) may have had a different issue than the Original Poster's issue.

This is an iPad Pro (1st generation).
Does your iPad have any restrictions set or any configuration profiles installed?
Settings > General > Profiles
If you do not see a Profiles pane in Settings then your device does not have any profiles installed.
Settings > Screen Time > Restrictions
Do you also use Family Sharing?
That model number is for a 2017, 2nd gen iPad Pro.
Not sure why you cannot upgrade to the latest iPadOS 13.3, though.
Have you tried a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

What is your iPad’s exact model number? iPad 2 was released nearly a decade ago and has been obsoleted.

Model No- MPLJ2AB/A
But it’s written 2nd generation in the model name section in the settings.
Either the case, it does not much matter as all iPad Pro models are supported by iPadOS 13. Go through the list I provided earlier to see if any of those are applicable.
Yep, hard reset just prompts to plug in cable and connect to PC running itunes... Itunes then reports error 10 cannot update or restore ipad...
This IOS update completely broke my fully working iPad !!!
For restore you need to turn off the find my location. this process needs to start from Itunes.
I tried but it doesn’t work. Still the same.
You may need to connect that iPad up to a full computer connected to the Internet, running the latest iTunes to do this update through iTunes, instead.
