Can’t load App Store on Apple Watch series 4

I recommend to unpair the Apple Watch from your iPhone. The data on the Apple Watch will automatically be backed up to your iPhone, when this step is performed. In addition, you'll want to make sure that both the Apple Watch and the iPhone are updated to the latest software versions. This helps provide software improvements on each device and can help:

You've done an excellent job with the troubleshooting steps that were performed so far. To help isolate this behavior further, I recommend signing out with your Apple ID account on your iPhone in Settings > your name at the top > iTunes & App Store > tap on your Apple ID > Sign Out and follow the prompts. From there, please sign back in and see if you can access the App Store for the Apple Watch without any issue.
