Hello all, sorry I am new into IOS and purchased an Family Plan for Icloud storage, but my family members use Android devices.
If the above is not possible, then Apple should consider integration of tool and OS, after all this is just a storage solution.

In order to use Family Sharing, you'll need an Apple ID signed into iCloud and an iOS device with iOS 8 or later, or a Mac with OS X Yosemite or later. That information is outlined in the "Get started" section of this article: Set up Family Sharing
Family Sharing provides the ability to share App Store purchases, subscriptions, iCloud storage plan and more. That information is available in the article I provided.

iCloud Storage is not accessible on Android devices. Purchased movies cannot legally be watched on Android because DRM ties them to authorised computers running iTunes (and so would involve removing DRM which is illegal). And in any case only people running compatible iOS devices or Macs can join Family Sharing. iCloud storage, which is free at a basic level of 5GB, is intended as a syncing feature to work with Apple devices, and there is therefore no reason for Apple to make it available to competing devices. Android users have good facilities in the form of the Google Play Store and Google Drive.
