I see you are having an issue with an iPhone you believe to have been not locked to a specific carrier being unusable when you traveled with the device to China. Unlocking a device is 100% up to the carrier and Apple has no part in the process.

Another possibility may be that the device is not compatible with the format of the cellular network you're trying to use in China. iPhone 6 devices were not made as dual-band by default and, depending on what carrier they were originally purchased to be used with, may be capable of using either GSM or CDMA networks but not both.
