Screen time limits hierarchy question: Global limits vs app limits

I'm setting up screen time limits for my son, and have a question on how global (total time) limits interact with app specific limits.

Scenario:

  1. I've set a global limit to 2 hours.
  2. For app "X" I've set a limit for 1 hour.

Is the 1 hour app limit I've set embedded into the 2 hour overall limit?

In other words, if my son uses his phone for 2 hours (but doesn't use the app in question), can he then go in and use the app for the 1 hour I prescribe in settings? Or does using 2 hours of time in other apps / features apply to his 1 hour limit on the app?

My preference is that the global (2 hour) time limit applies to all apps on his phone (unless I've previously designated an app as always allowed) regardless of any app specific time limit I've set.

He can spend 2 hours on all apps. If he passes 2 hours, all apps will shut down including the one with a 1 hour limit. If you don't want this to be the case, exclude that app from the 2 hour limit.
