is it safe to use an old iphone 4S

A family member temporarily needs a smartphone to use Whatsapp or WeChat and iMessage while travelling

I could give him an old iPhone 4s I don't need anymore. It's working on IOS 9.3.6 and I can't update it further

Is it still safe to use (he's going to visit China, Oezbekistan and Turkmenistan during 6 weeks)?

Safe, sure. Will it run things like WhatsApp, probably not. It's too old.
