my iphone won't rotate to landscape

I've read all the tips on unlocking this, but my phone is stuck in portrait mode and wont' turn to landscape. the swipe up and tap the lock button ideas are not doing anything for me. any ideas?

iPhone 8 Plus, iOS 13

What screen are you trying to rotate? Not all screens will rotate from portrait to landscape. Also, try turning the phone off and back on again and test.
