"Move To" does "Copy To" instead in Catalina Mail application

I use the "Move To" button quite frequently in Apple Mail on Catalina (10.15.2) and since switching from a third party email provide to only iCloud mail, now when I click the "Move To" button, the email gets copied to the destination, not moved. I have verified this by looking in the destination mail folder. I then have to go back to the inbox and delete the mail that should have been moved.

Anyone else having this issue or know how to fix?

Since I appear to be the only one on the planet having this issue, or the only one that noticed it, I will just delete the second copy and live with the problem.
