Can't move email to folder in Apple Mail after upgrading to OS Catalina

I can't move some emails to folders after my OS upgraded to Catalina. I use the feature of using folders a lot, so this is not a welcome issue. Some actually show up in the folder, but then also remain in the Mail queue and some won't move at all.

iMac 21.5″ 4K, macOS 10.14

Try rebuilding the Mailbox.

Mailbox menu > Rebuild.
