When I move an email with an attachment to an Apple Mail folder, the entire message is erased. This has occurred with a recent Catalina upgrade. No erasure when the email is moved to the desktop.

I can't replicate that.
Maybe try Rebuilding the Mailboxes.
Select the mailbox you are moving from and choose the Rebuild command from the Mailbox menu.
Select the destination mailbox and Rebuild it, also.
This should not cause data loss, but I would want to have a backup just in case.
