If I get the GPS, not the cellular, can I still make and receive calls and texts using the watch?

I’ve never had an apple watch before and I’m debating getting a series 3. My question is if I get the GPS, not the cellular, can I still make and receive calls and texts using the watch? I’m not sure if the difference but this is why I want the watch. Also, is it still worth buying the series 3 in 2019? I can’t quite afford a 5 as I’ve just bought an iPhone 11 Pro

You can make calls and send messages as long as the iPhone it is paired with is nearby, or if it is not nearby, the watch is connected to wifi, and the iPhone is on and has an internet connection, wifi or cellular.

As to whether its worth buying it now, that's hard to say. Its currently the entry model sold by Apple, and it still does many things. How long it will continue to receive updated and support is hard to say however.
