iPhone Hotspot says No internet connection

Hi all since the update when I try and tether my iPad to my iPhone XS it says no internet connection in orange letters !! Yet I’m on the internet on my iPhone posting this messsge , it never did this before the update is there a solution ? I have reset network settings , is it a carrier issue ?
