Insufficient information to reset security questions?

I have my login ID and password but I get a pop up to answer my security questions. When I try to reset my questions I get an error that Apple has insufficient information to reset my security questions. It's the repetitive circle I can't get beyond. What next?

I am 100% sure my security question answers are correct and even if I try to reset my security questions I get the response "Cannot Reset Security Questions. We don’t have sufficient information to reset your security questions." When I try to seek support the system puts me in to the same process that is the cause of the problem. I just can't understand why apple's login process is the worst user experience of anything I use online.

Reset Security Questions When I log in I cannot reset my security questions. I get a message saying "We don't have sufficient information to reset your security questions." I have the correct ID and password, but no answers for the security questions. Does anyone know how to fix this?

Unable to reset security questions When I attempt to reset my security questions on iforgot.Apple.Com after I log in and try to change the questions the web page responds with "we do not have sufficient information to reset your security questions". And there are no other options. What do I do next?

You need to contact Apple's Account Security team. To reach them, click here and pick a method; if you can't use any of the ones listed, fill out and submit this form.
