If your account (Apple ID) is disabled in iTunes or AppStore, contact Apple Support using the link at the bottom of below support article: If you see a message that says 'Your account has been disabled in the App Store and iTunes'
If your Apple ID is locked:--> If your Apple ID is locked or disabled - Apple Support
If your meant something different, please better explain your needs.
