FaceTime is not working,
iPhone is running the latest software,
it is not available in settings,
content and privacy settings are turned off,
can’t find it in spotlight search,
can’t download it in App Store,
phone has been restarted twice,
still not working.
It functioned perfectly until now,
And after the link for the App in Appstore was sent to me, this was the message when I tried to download it

I'm willing to bet that the used phone you bought was originally sold in the Middle East in a country where FaceTime is banned by law or regulated.
If that's the case you can not use FaceTime on that phone.
KiltedTim’s assessment above is spot on. That model is from the Middle East region. It is not possible to use FaceTime in your region on that model.

The phone was purchased as used in Austria, and I am using it i Bosnia and Herzegowina.
