How can I reinstate my iTunes account?

How can I reinstate my I tune account.

i tried to change my credit card # but shows my account has disabled since I reported my card company Unknown charged.

According to: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

"When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
