Apple pay service unavailable

i trying to set Apple Card but even I already updated to the latest IOS, it still says Apple Pay Service is unavailable. Can somebody help please?

Apple Pay services unavailable when applying for Apple Card Totally excited to get early access to Apple Card but it keeps telling me Apple Pay services are currently unavailable.
