I inherited an iPad and Apple Watch that is locked
How do I gain access to it?

If they are activation locked then there's no way you can bypass that. You need the previous owners Apple ID and password.

I don't think Apple will do that for you but you certainly can bring the devices and whatever documentation you have to an Apple Store and ask if they will erase it for you.
First of all, thank you for the information and link! I'm not sure if any of the things listed are available to me. About all I have is my Apple ID, her funeral program with me as a person to provide a reflection during the service, a picture of us together and my photo id. I would just like to have it cleared so that I can use it. I have no personal need to know the information she had in it.
She passed away, so I don't have her Apple ID and password.
