With all of the credit card fraud, why does Apple force me to give them my credit card info when I redeem an Apple gift card?

This is iTunes / App Store, not Apple's online store ? And you don't currently have a credit/debit card on the account ?
The chat person was wrong, it's not necessary to give a credit card, though it will depend upon how the account was created e.g. if these instructions were used : Create or use an Apple ID without a payment method - Apple Support

Very interesting, there is no text per se, after executing the buy I was returned to a screen that asked me to update my pay choices, by the way one of which was to redeem a gift card. The Apple chat support said it was always necessary to give them a credit card even if I choose to go it later and delete it. This is not the first time I've been asked for credit card info, even though I am paying with a Apple gift card.
What is the text of the message, and when/where are you getting it ? I've never been asked for a credit card when redeeming an iTunes gift card
