Can my daughter use a cellular Apple Watch with her own account on my iPhone

I'd like for my daughter to be able to call and message me without a phone (so she won't have social media).

Can I set her up so she can message, call and be called with a cellular watch on her own number and/or iCloud account? I couldn't find a way to do this after pairing with my phone.

I have my own separate, WiFi-only Apple Watch, if that changes things.
