Not sure how it's possible, but it looks like my 13" MacBook pro doesn't want to get charged with a charger from my 15" MacBook Pro. Both use USB-C. The 15" charge just fine, the 13" one keeps saying "battery is not charging" when I plug it in.

That should not be an issue. You should always be able to use a larger Power adapter -- the computer will just draw what it needs, and no damage is done to anything.
You may have to do an SMC reset to get all the micro-controllers that control computer, battery, and power adapter together and on the same page:

Note that any keys mentioned are important for their POSITION on the keyboard, not their labels. The keys with the same labels, but on the other side of the keyboard are not "wired in", and will not do the job. There is no penalty for doing this multiple times.

Well, I'll be darned. My 13" Macbook (which I'm trying to charge with the charger from my 15" one) behaves as this article described. I'll try to reset SMC as Grant suggests. Thanks for the advice!
