Please see the below scenario
One excel file is in icloud drive on my mac in below path
iCloud Drive > Docs > Excel > ABC.xlsx
I deleted ABC.xlsx from my mac iCloud drive and it goes in mac Trash which means when I go to iCloud.com, I cannot see the file in the path and also not available in "Restore Files" as the file was deleted from Mac.
Now I empty the trash and the file ABC.xlsx is removed from Trash
How will I recover ABC.xlsx

If you are backing up your Mac with Time Machine, the local copy will be in your Time Machine backup, unless you have been using Optimize Mac Storage to save storage on your Mac.
If you have a Time Machine backup, after going to a backup where the file existed, try typing the below into the Search box.
~/Library/Mobile Documents
