My Air Pods Pro is low even with the volume turned all the way up. It is low playing music and on phone calls. I have reset them multiple times, cleaned them, checked volume settings on my iPhone but still unable to fix this volume issue. Anyone have any further suggestions?

I see that you have already tried a number of troubleshooting steps, resetting, cleaning, checking volume settings, but the issue remains. One thing that I have seen from a number of users is that a build up of ear wax in the speakers can cause a lowering of volume. I would recommend double-checking for that also.
