iPad stuck on update screen

Every apple product we have got stuck on the newest update. So far all three phones and now my new iPad Pro has been stuck for hours. We had to pay to get our phones unstuck after being stuck for hours. A tune of 100 bucks per phone at the Apple store. I can not afford to get my new iPad fixed. Is this some money making scene from Apple to get more money? My son switched to Samsung after the latest update and now we all are thinking of switching. Tired of spending money to get phones and iPads working after another useless update. How can I fix this without spending money.
