I bought an iPhone 11 off of eBay it came and the setup process is normal but then you get sent to a page that says login to an Apple account to activate the phone

I bought an iPhone 11 off of eBay and then when I try to log into it it says that the previous owner needs to sign in to activate the phone which I bought it and now the person I bought it from isn’t contacting me back.

That’s an iCloud locked device, nothing Apple can do, best thing you can do is contact the seller, or eBay if he’s not being cooperative and go from there

Apple can not assist. Contact eBay. Your transaction was through them, not Apple.
